Small values of the Riemann zeta-function near the critical line

Abstract

Assuming the Riemann Hypothesis, we study negative moments and small values of the Riemann zeta-function to the right of the critical line. For every fixed $0 0$, improving on previous results of Soundararajan, Balazard and de Roton, and of the first two authors. For $t$ chosen uniformly from $[T,2T]$, we also prove that \[ \min_{|h|\leq1} \Big|ζ\Big(\tfrac12+α+i(t+h)\Big)\Big| =α^{1+o(1)} \] in probability, provided that $α\ll (\log T)^{-c}$ for some fixed $c >0$, and $α\log T/\log\log T\to\infty$. This agrees with the leading order predicted by a minimum analogue of the Fyodorov--Hiary--Keating Conjecture. Further results include bounds for minima on intervals of logarithmically growing length, for negative moments in almost all short intervals, and an extension of the range of sharp negative-moment bounds for $k>1/2$. A main ingredient in the proof of some of these results is a Gaussian large-deviation upper bound for $\log|ζ(1/2+α+it)|^{-1}$, obtained by building on work of Arguin, Bailey, and Roberts.

Exactness property of Breuil-Kisin functors and Bloch-Kato Selmer groups

Let $K$ be a $p$-adic field and $T$ a lattice in a semistable representation of $\mathrm{Gal}(\overline{K}/K)$ with Hodge-Tate weights in $[0, r]$. Assuming $0\leq r<p-1$, we prove that for a semistable extension of $\mathbb{Z}_p$ by $T$, the corresponding sequence of strongly divisible modules is exact. Analogous statements are proved for Breuil-Kisin modules and for prismatic $F$-crystals for all $r\geq 0$. In the crystalline case, we deduce that the integral Bloch-Kato Selmer group $H^1_f(K, T)$ is computed by $\mathrm{Ext}^1$ in the category of crystalline strongly divisible modules. Using further exactness results, we define a tensor product of strongly divisible modules, which commutes with the functors to Galois representations. As an application, we show that for abelian varieties $A_1, A_2$ over $K$ with good reduction, the cup product map $δ_1\cupδ_2:A_1(K)\otimes A_2(K)\rightarrow H^2(K, T_p(A_1)\otimes T_p(A_2))$ induced by the Kummer sequences of $A_1, A_2$ factors through an $\mathrm{Ext}^2$ group of strongly divisible modules. In the appendix we generalize further the main exactness results to coherent reflexive $F$-gauges.

On Maximal Prime Gaps

In this paper, we show that the gap between a prime number $p_n$ and its consecutive prime $p_{n+1}$ is on the order of $\log^2{p_n}$; consequently, we show the existence of a prime in certain types of intervals.

A Unified Framework for $p$-adic Congruences and $p$-adic Interpolations of Sequences

In this paper, we treat the problem of determining when a sequence $\{c_n\}_{n=0}^{\infty}$ with the exponential generating function $F(t)$ satisfies the congruence $c_{n+\ell p^k}\equiv c_n \pmod{p^{k+r}}$ for large $n$ and when its canonical interpolating functions are locally analytic. This type of congruence is often observed for several number-theoretic or combinatorial sequences, such as Bernoulli numbers, Euler numbers, and Fibonacci numbers. Traditionally, such congruences are proved by using $p$-adic integrations. In this paper, we present another approach to this problem. Instead of using $p$-adic integrals, we investigate an algebraic structure of the set of generating functions and establish some conditions on $F(t)$ that are equivalent to or sufficient for the congruence and smoothness of the interpolating functions. We also provide concrete applications of our framework to Genocchi numbers, generalized Euler numbers, and so on, which are outside the scope of the typical $p$-adic integration method.
