Trust and Transparency in AI: Industry Voices on Data, Ethics, and Compliance

The EU Artificial Intelligence (AI) Act directs businesses to assess their AI systems to ensure they are developed in a way that is human-centered and trustworthy. The rapid adoption of AI in the industry has outpaced ethical evaluation frameworks, leading to significant challenges in accountability, governance, data quality, human oversight, technological robustness, and environmental and societal impacts. Through structured interviews with fifteen industry professionals, paired with a literature review conducted on each of the key interview findings, this paper investigates practical approaches and challenges in the development and assessment of Trustworthy AI (TAI). The findings from participants in our study, and the subsequent literature reviews, reveal complications in risk management, compliance and accountability, which are exacerbated by a lack of transparency, unclear regulatory requirements and a rushed implementation of AI. Participants reported concerns that technological robustness and safety could be compromised by model inaccuracies, security vulnerabilities, and an overreliance on AI without proper safeguards in place. Additionally, the negative environmental and societal impacts of AI, including high energy consumption, political radicalisation, loss of culture and reinforcement of social inequalities, are areas of concern. There is a pressing need not just for risk mitigation and TAI evaluation within AI systems but for a wider approach to developing an AI landscape that aligns with the social and cultural values of the countries adopting those technologies.

Uncovering AI Governance Themes in EU Policies using BERTopic and Thematic Analysis

The upsurge of policies and guidelines that aim to ensure Artificial Intelligence (AI) systems are safe and trustworthy has led to a fragmented landscape of AI governance. The European Union (EU) is a key actor in the development of such policies and guidelines. Its High-Level Expert Group (HLEG) issued an influential set of guidelines for trustworthy AI, followed in 2024 by the adoption of the EU AI Act. While the EU policies and guidelines are expected to be aligned, they may differ in their scope, areas of emphasis, degrees of normativity, and priorities in relation to AI. To gain a broad understanding of AI governance from the EU perspective, we leverage qualitative thematic analysis approaches to uncover prevalent themes in key EU documents, including the AI Act and the HLEG Ethics Guidelines. We further employ quantitative topic modelling approaches, specifically through the use of the BERTopic model, to enhance the results and increase the document sample to include EU AI policy documents published post-2018. We present a novel perspective on EU policies, tracking the evolution of its approach to addressing AI governance.

Mapping the Regulatory Learning Space for the EU AI Act

The EU AI Act represents the world's first transnational AI regulation with concrete enforcement measures. It builds on existing EU mechanisms for regulating health and safety of products but extends them to protect fundamental rights and to address AI as a horizontal technology across multiple application sectors. We argue that this will lead to multiple uncertainties in the enforcement of the AI Act, which coupled with the fast-changing nature of AI technology, will require a strong emphasis on comprehensive and rapid regulatory learning for the Act. We define a parametrised regulatory learning space based on the provisions of the Act and describe a layered system of different learning arenas where the population of oversight authorities, value chain participants, and affected stakeholders may interact to apply and learn from technical, organisational and legal implementation measures. We conclude by exploring how existing open data policies and practices in the EU can be adapted to support rapid and effective regulatory learning.

AICat: An AI Cataloguing Approach to Support the EU AI Act

The European Union's Artificial Intelligence Act (AI Act) requires providers and deployers of high-risk AI applications to register their systems into the EU database, wherein the information should be represented and maintained in an easily-navigable and machine-readable manner. Given the uptake of open data and Semantic Web-based approaches for other EU repositories, in particular the use of the Data Catalogue vocabulary Application Profile (DCAT-AP), a similar solution for managing the EU database of high-risk AI systems is needed. This paper introduces AICat - an extension of DCAT for representing catalogues of AI systems that provides consistency, machine-readability, searchability, and interoperability in managing open metadata regarding AI systems. This open approach to cataloguing ensures transparency, traceability, and accountability in AI application markets beyond the immediate needs of high-risk AI compliance in the EU. An Open Knowledge Graph-Based Approach for Mapping Concepts and Requirements between the EU AI Act and International Standards

The many initiatives on trustworthy AI result in a confusing and multipolar landscape that organizations operating within the fluid and complex international value chains must navigate in pursuing trustworthy AI. The EU's AI Act will now shift the focus of such organizations toward conformance with the technical requirements for regulatory compliance, for which the Act relies on Harmonized Standards. Though a high-level mapping to the Act's requirements will be part of such harmonization, determining the degree to which standards conformity delivers regulatory compliance with the AI Act remains a complex challenge. Variance and gaps in the definitions of concepts and how they are used in requirements between the Act and harmonized standards may impact the consistency of compliance claims across organizations, sectors, and applications. This may present regulatory uncertainty, especially for SMEs and public sector bodies relying on standards conformance rather than proprietary equivalents for developing and deploying compliant high-risk AI systems. To address this challenge, this paper offers a simple and repeatable mechanism for mapping the terms and requirements relevant to normative statements in regulations and standards, e.g., AI Act and ISO management system standards, texts into open knowledge graphs. This representation is used to assess the adequacy of standards conformance to regulatory compliance and thereby provide a basis for identifying areas where further technical consensus development in trustworthy AI value chains is required to achieve regulatory compliance.

AI Cards: Towards an Applied Framework for Machine-Readable AI and Risk Documentation Inspired by the EU AI Act

With the upcoming enforcement of the EU AI Act, documentation of high-risk AI systems and their risk management information will become a legal requirement playing a pivotal role in demonstration of compliance. Despite its importance, there is a lack of standards and guidelines to assist with drawing up AI and risk documentation aligned with the AI Act. This paper aims to address this gap by providing an in-depth analysis of the AI Act's provisions regarding technical documentation, wherein we particularly focus on AI risk management. On the basis of this analysis, we propose AI Cards as a novel holistic framework for representing a given intended use of an AI system by encompassing information regarding technical specifications, context of use, and risk management, both in human- and machine-readable formats. While the human-readable representation of AI Cards provides AI stakeholders with a transparent and comprehensible overview of the AI use case, its machine-readable specification leverages on state of the art Semantic Web technologies to embody the interoperability needed for exchanging documentation within the AI value chain. This brings the flexibility required for reflecting changes applied to the AI system and its context, provides the scalability needed to accommodate potential amendments to legal requirements, and enables development of automated tools to assist with legal compliance and conformity assessment tasks. To solidify the benefits, we provide an exemplar AI Card for an AI-based student proctoring system and further discuss its potential applications within and beyond the context of the AI Act.

Artificial Intelligence Ethics: An Inclusive Global Discourse?

It is widely accepted that technology is ubiquitous across the planet and has the potential to solve many of the problems existing in the Global South. Moreover, the rapid advancement of artificial intelligence (AI) brings with it the potential to address many of the challenges outlined in the Sustainable Development Goals (SDGs) in ways which were never before possible. However, there are many questions about how such advanced technologies should be managed and governed, and whether or not the emerging ethical frameworks and standards for AI are dominated by the Global North. This research examines the growing body of documentation on AI ethics to examine whether or not there is equality of participation in the ongoing global discourse. Specifically, it seeks to discover if both countries in the Global South and women are underrepresented in this discourse. Findings indicate a dearth of references to both of these themes in the AI ethics documents, suggesting that the associated ethical implications and risks are being neglected. Without adequate input from both countries in the Global South and from women, such ethical frameworks and standards may be discriminatory with the potential to reinforce marginalisation.
